How the date is set
Thanksgiving is the fourth Thursday of November, so it always falls between November 22 and November 28. Abraham Lincoln’s 1863 proclamation set the last Thursday of November, and presidents kept that custom until 1939, when Franklin D. Roosevelt moved the holiday a week earlier to lengthen the Christmas shopping season. In 1939 and 1940 different states ended up celebrating on different days, so Congress settled it: Roosevelt signed a joint resolution on December 26, 1941, making the fourth Thursday of November the legal Thanksgiving from 1942 on.
The fourth and the last Thursday differ only when November has five Thursdays, which happens when November 1 is a Wednesday or a Thursday. The next time is 2028: the last Thursday is November 30, but Thanksgiving is November 23.
